Cops the Cause of Traffic Jams

What causes people to drive 10-20 MPH over the speed limit, on a highway, yet when a cop is sitting on the side of the road, these same people slow down to 10 MPH UNDER the speed limit, thus causing a traffic jam! I will never understand what people are thinking. You can still go the speed limit and even slightly over even if a cop is on the side of the road! They will not come after you for this. I don’t advocate speeding but there is little reason to slow down to UNDER the speed limit (even though, I agree, it is a limit, though for most people it is a minimum speed). This is just an issue of confusion for me. What are people actually thinking?
Similarly, I saw a cop at a highway construction site this past morning nearly standing in the left passing lane just watching cars go by (the right lane was closed). The posted speed was 45 MPH yet because he was nearly in the road, traffic had slowed down to less than 25 MPH, causing an unnecessary traffic jam. Did this idiot not know that he was causing more trouble than not? There were already two State Police cars at the site, thus slowing people down simply by their presence (see the first sentence).
The strange way traffic ebbs and flows for seemingly little reason will never cease to amaze me.
